The Bank of Ghana has unveiled fresh Anti-Money Laundering (AML) guidelines aimed at strengthening compliance and minimizing financial risks for forex bureaus across the country.

These guidelines address critical areas such as the appointment and responsibilities of an Anti-Money laundering reporting officer, collaboration with regulatory authorities, and customer due diligence.

Other key components include risk assessment, ongoing transaction monitoring, identification of suspicious activities, and adherence to regulatory reporting obligations.

According to the Central Bank, forex bureaus face significant exposure to money laundering, terrorist financing, and proliferation financing risks. Failure to implement robust controls could lead to severe financial and reputational repercussions.

To mitigate these risks, forex bureaus are mandated to adopt a risk-based approach to identifying and managing threats related to money laundering and illicit financial activities.

The issuance of these guidelines aligns with Section 52 (e) (i) of Act 1044, aiming to assist forex bureaus in understanding and complying with AML laws, developing effective risk-based compliance programs, and ensuring prompt detection, monitoring, and reporting of suspicious transactions.

Crackdown on Illicit Financial Activities

As part of the regulatory framework, forex bureaus are required to identify and report transactions linked to criminal proceeds to both the Bank of Ghana and the Financial Intelligence Center. The scope of unlawful activities includes organized crime, racketeering, terrorism financing, and other financial crimes.

With these measures in place, the Bank of Ghana seeks to fortify the financial sector against economic crime while safeguarding the integrity of foreign exchange transactions.
