The Minister of Energy and Green Transition, John Jinapor, has officially revoked the directive that sought to merge the oil fields operated by ENI, Vitol, and Springfield.
This decision was communicated through a letter addressed to the Managing Director of ENI Ghana, the Country Manager of Vitol Upstream Energy, and Springfield Exploration and Production.
Basis for the Withdrawal
According to the letter, dated February 25, 2025, the minister’s decision was driven by a comprehensive review of a ruling issued on July 8, 2024. Additionally, legal advice from the Attorney General and Minister of Justice played a key role in the reversal.
The letter further cited the tribunal’s determination that the initial directive had violated provisions of the country's petroleum agreement, reinforcing the need to rescind the unitization order.
Minister’s Statement
Mr. Jinapor emphasized that, under the authority granted to him by petroleum regulations, he had taken the necessary steps to retract the directive.
“The withdrawal of this directive does not prevent the Minister from issuing new instructions should further evidence emerge,” he clarified.
He also reaffirmed the government's commitment to fostering a stable and attractive investment climate in Ghana’s upstream petroleum industry while ensuring adherence to legal and regulatory standards.
