Kwabena Adu-Boahene, the former Director-General of the National Signals Bureau (NSB), and his wife, Angela Adjei Boateng, have filed a motion at the High Court challenging the bail conditions imposed on them following their arrest.

The couple remains in detention as they contest what their legal team describes as excessive and punitive bail requirements. Lead counsel Samuel Atta Akyea contends that the bail sums—GH¢120 million for Adu-Boahene and GH¢80 million for his wife—are not only disproportionate but also appear to be a means of bypassing constitutional limits on how long suspects can be held.

Their lawyers argue that the rights of the accused are being violated by the harsh conditions attached to their release.

Arrest and Allegations

Adu-Boahene was apprehended last week at Kotoka International Airport upon his return from London aboard a British Airways flight. His wife was detained shortly after when she went to EOCO headquarters to inquire about his arrest.

Authorities allege that Adu-Boahene is involved in the misappropriation of public funds. At a press briefing held on Monday, March 24th, Dr. Ayine outlined the allegations, stating that the case revolves around financial irregularities linked to a $7 million cyber defence system contract.

According to the AG, the project was designed to enhance Ghana's digital defence capabilities, particularly in combating cybercrime, data breaches, and online espionage. However, investigations indicate that a significant portion of the funds allocated for the initiative was diverted for personal enrichment.

Contract and Financial Transactions

In his capacity as NSB Director, Adu-Boahene reportedly signed the contract with RLC Holdings Limited, an Israeli firm, on January 30, 2020, representing both the Government of Ghana and the Ministry of National Security.

Despite the strategic importance of the project, authorities claim that just a week after the agreement was signed, Adu-Boahene authorized the transfer of GH¢27.1 million from the NSB’s Fidelity Bank account to a private UMB account belonging to BNC, a company he co-founded with his wife.

The transaction was recorded as payment for the software, but investigators believe the funds were laundered through various real estate investments, both in Accra and overseas.

The case remains under investigation, while the couple continues to challenge the legality and fairness of their bail terms in court.
