The Chief Executive of the Fair Wages and Salaries Commission (FWSC), Dr George Smith-Graham, has proposed shifting the negotiation cycle for public sector conditions of service from the current two-year cycle to a three-year cycle.
Speaking in Accra on Wednesday, August 27, 2025, at the 50th Delegates’ Congress of the Technical University Teachers’ Association of Ghana (TUTAG), Dr Smith-Graham explained that the adjustment would provide the government with greater fiscal space and stability in planning.
The congress, which brought together delegates from technical universities nationwide, was themed:
“Sustainable Skills for a Sustainable Future: Aligning Technical Education with National and Global Development Goals.”
Dr Smith-Graham underscored the importance of technical education in shaping Ghana’s future workforce and urged stronger collaboration between industry and academia. He suggested that industries could co-finance allowances, research grants, and professional development programmes to complement government’s efforts.
He also cautioned about skills mismatches and graduate unemployment, stressing the need for continuous review of technical curricula to ensure graduates meet labour market demands.
In a speech delivered on behalf of Minister of Education, Haruna Iddrisu, government emphasized the need to re-examine technical education programmes to ensure they meet market and societal needs.
The Minister highlighted the potential of technology and innovation in sectors like agriculture, safety, and waste management, while calling for more investment in digital literacy and research to drive national development.
