The Ghana Revenue Authority (GRA) has appointed Dr Martin Kolbil Yamborigya as Acting Commissioner of its Domestic Tax Revenue Division, following the retirement of Edward Appenteng Gyamera after more than four years in the role.
Dr Yamborigya is expected to assume office on 17 November 2025.
Widely regarded within the Authority as one of its most experienced technical leaders, Dr Yamborigya brings over 20 years of expertise in public finance, domestic tax policy and compliance management. He has been credited with helping to shape several of the GRA’s recent revenue-mobilisation strategies.
His academic background includes a Doctorate in Business Administration and a Master of Applied Business Research from the SBS Swiss Business School. He also holds a Postgraduate Certificate in Contemporary Management from the Nobel International Business School and an MBA in Project Management from Wisconsin International University College, awarded through the University of Ghana.
Dr Yamborigya is a Fellow of the Institute of Chartered Accountants (Ghana), and a member of both the Chartered Institute of Taxation and the Institute of Directors-Ghana.
Before his elevation, Dr Yamborigya served in a range of senior leadership roles. Most recently he was Assistant Commissioner and Head of Tax Audit at the Large Taxpayer Office, where he oversaw reforms aimed at widening the tax base, improving compliance systems and modernising audit processes.
His work at the LTO has been described as instrumental in tightening oversight and strengthening the GRA’s operational efficiency.
As head of the Domestic Tax Revenue Division, he will be responsible for steering upcoming tax reforms and supporting government efforts to boost domestic revenue as part of wider national development targets.
The GRA says his leadership will be key to consolidating ongoing reforms and accelerating improvements across the domestic tax administration structure.
