Parliament has approved a landmark piece of legislation—the Ghana Medical Trust Fund Bill, 2025, popularly dubbed “MahamaCares”—to provide sustainable financing for life-saving medical interventions and healthcare support for vulnerable Ghanaians.
The bill, which aims to close critical gaps in the country’s healthcare system, was unanimously passed on Tuesday, July 22, 2025, after moving swiftly from the Consideration Stage.
It marks a significant step toward reducing the financial burden on patients who cannot access adequate care under the current National Health Insurance Scheme (NHIS).
Initially met with resistance from the minority during its laying on Monday, July 21, the proposed law eventually received bipartisan support following negotiations and clarification on its scope and funding structure.
Once signed into law, the Ghana Medical Trust Fund will serve as a dedicated financing mechanism for:
Urgent and emergency medical care,
Expensive but essential treatments,
Support for financially distressed patients, and
Medical assistance for underserved populations.
Funding for the Trust will come from a combination of sources, including:
Allocations from the national budget,
Voluntary donations by individuals and organizations, and
Contributions from international donors and development partners.
The bill also establishes a Board of Trustees to govern the Fund, with mandates to ensure transparent administration, equitable disbursement, and strong oversight to prevent corruption or mismanagement.
With presidential assent expected in the coming weeks, administrative structures are already being planned to fast-track the Fund’s rollout. Officials say the Ghana Medical Trust Fund could become operational within the next few months.
