Management is said to have proposed a 12% increase, but the union is pushing for between 17% and 18%.
A salary disagreement at the National Lottery Authority is heading to the National Labour Commission after talks between management and the workers’ union failed to produce an agreement.
The dispute concerns the 2026 salary adjustment for staff.
Management is said to have proposed a 12% increase, but the union is pushing for between 17% and 18%.
At the centre of the union’s demand is the impact of recent tax deductions on workers’ take-home pay.
Union representatives argue that the new tax treatment has reduced staff income and left some employees struggling with loans and other financial obligations.
The issue reportedly arose after the Ghana Revenue Authority moved to recover taxes that had not been fully applied to staff salaries over a number of years.
Following discussions between GRA and NLA management, steps were taken to regularise the deductions.
Management sources say the NLA Board negotiated with the GRA to settle tax liabilities of more than GH¢5 million without directly transferring the full burden to staff.
They also say the 12% offer was approved after the Board reviewed the Authority’s budget and financial position.
The union, however, maintains that the offer does not sufficiently cushion workers against the reduced take-home pay.
Its rejection of the proposal has created a deadlock, with reports of possible nationwide demonstrations by staff.
The National Labour Commission is now expected to engage both sides in an effort to resolve the impasse and settle the 2026 salary adjustment.
