The new law creates the legal basis for the institution and sets out how it will be governed and managed.

A new public university focused on engineering and agricultural sciences is set to be established after Parliament passed the University of Engineering and Agricultural Sciences Bill, 2025.

The new law creates the legal basis for the institution and sets out how it will be governed and managed.

Under the framework approved by Parliament, Bunsu will serve as the university’s main campus, while Kenyasi and Acherensua are designated for additional campuses.

Lawmakers say the multi-campus arrangement is intended not only to widen access to tertiary education, but also to spread educational infrastructure more evenly across different parts of the country.

The model, according to the Education Committee, is expected to support development in underserved areas, reduce pressure on major cities and generate economic activity in host communities.

The bill was introduced in Parliament on 17 February 2026 by John Abdulai Jinapor, Member of Parliament for Yapei-Kusawgu, acting on behalf of Education Minister Haruna Iddrisu.

After the first stage of the process, it was referred to the Committee on Education for scrutiny.

During its consideration of the bill, the committee consulted a number of stakeholders, including Deputy Education Minister Clement Apaak, officials of the Ministry of Education, and representatives from the Office of the Attorney-General.

In its report, the committee described the bill as timely and necessary, saying it introduces a modern structure for university governance while also promoting academic freedom, inclusivity, transparency and financial accountability.

It subsequently recommended that Parliament adopt the report and pass the bill in line with Article 106 of the 1992 Constitution.

The passage of the legislation is expected to broaden Ghana’s public higher education system and improve access to quality tertiary education across multiple regions.
