Stakeholders at the 2025 National Project Management Conference have urged the government and Parliament to fast-track the passage of the proposed Project Management Act, describing it as crucial for safeguarding project continuity and national development.

In a ten-point communiqué issued at the close of the event, held on July 25 at Aqua Safari Resort and organized by the Project Management Institute (PMI), participants warned that the culture of abandoning strategic national projects during political transitions was undermining Ghana’s growth. They proposed that no viable project be halted except after an independent technical audit.

The communiqué, signed by PMI President Frank Owusu-Asamoah, also called for the establishment of an independent National Project Delivery & Accountability Authority to manage a national project register and oversee all public projects. A finish-to-start policy, backed by a National Project Completion Fund, was proposed to ensure that stalled projects are completed before new ones begin.

Other recommendations included:

Mandating certified project management practitioners for all public sector projects.

Adopting the Ghana Integrated Project Management Framework (GIPMF) as a national standard across MDAs.

Institutionalising Earned Value Management (EVM) and real-time public dashboards for transparency.

Implementing a Women in Project Management Framework with at least 30% female leadership in public projects.

Declaring illegal mining (galamsey) a national development risk and tracking anti-galamsey measures as KPIs for DCEs and Police Commanders.

The conference’s proposals follow President John Mahama’s disclosure in his 2025 State of the Nation Address that 55 stalled national projects require GH¢15 billion to complete. Stakeholders pledged collaboration with government, the private sector, and development partners to deliver project excellence, value for money, and sustained national transformation.
