The Chairman of the Public Procurement Authority (PPA), Basil Ahiable, has urged Parliament to fast-track approval of the Procurement Professionalization Bill, describing it as a cornerstone reform for Ghana’s public financial management system.

Speaking at the 11th Ghana Mining Industry Awards in Accra, Mr Ahiable said the legislation is directly aligned with the President’s Reset Agenda, which seeks to build a more disciplined, efficient and performance-driven public sector.

He noted that public procurement represents an estimated 40–50% of total government spending, and argued that professionalizing the function could unlock annual savings of at least GH¢2–3 billion. Those gains, he explained, would come from better sourcing, fewer procurement breaches, tighter value-for-money controls and reduced financial leakages.

PPA Chief Executive Frank Mante reinforced the call, stressing the practical impact of the Bill on day-to-day governance. He said the proposed law would help build a new ecosystem of skilled procurement practitioners with the capacity to protect the public purse, calling it “one of the most important efficiency milestones for Ghana’s future.”

Backing the proposal, President of the Ghana Institute of Procurement and Supply (GIPS), Dr Simon Annan, said the Institute fully supports passage of the Bill. He argued that professionalization is the bedrock of ethical and transparent procurement practice and insisted that, once passed, the law would strengthen professional integrity and position Ghana among “global leaders in procurement excellence”.

Mr Ahiable closed by pledging the PPA’s support to public institutions once the legislation comes into force. He said the Authority stands ready to provide technical guidance, capacity-building programs, and transition support to help entities comply with the new standards.
