The appointment comes after Acting Chief Justice Paul Baffoe-Bonnie recalled Justice B.Y.K. Oppong of the Court of Appeal from the role to resume full judicial duties.
Professor Raymond A. Atuguba, former Dean of the University of Ghana School of Law, has been named Acting Director of Legal Education at the General Legal Council (GLC), with his tenure beginning on September 1, 2025.
The appointment comes after Acting Chief Justice Paul Baffoe-Bonnie recalled Justice B.Y.K. Oppong of the Court of Appeal from the role to resume full judicial duties.
In a letter dated August 8, 2025, Justice Baffoe-Bonnie expressed appreciation for Justice Oppong’s “significant contribution” to professional legal training, adding that a search process will soon begin to select a substantive director.
The leadership change arrives at a time when Ghana’s legal education system is under intense public scrutiny. Stakeholders have been calling for reforms aimed at widening access, enhancing infrastructure, and modernizing the curriculum to better meet the demands of contemporary legal practice.
Prof. Atuguba’s appointment is expected to bring fresh momentum to these reform discussions, given his track record as an academic leader and outspoken advocate for aligning Ghana’s legal framework with current global and domestic realities.
Prof. Atuguba, as dean of the University of Ghana School of Law, was credited with tripling the faculty size—from 20 to 150 lecturers—and more than tripling the student population from 600 to over 2,000.
Under his stewardship, construction began on a $25 million state-of-the-art legal complex, designed to elevate legal education and advance national development.
